Better handling of follow up so follow up is tracked

Continuing the discussion from DEV: Update incorrect Job frequency:

We got to figure out how to properly flag followup stuff.

I think the simplest thing is to include a link to the commit you are following up from review, then we will automatically create a bi-directional link.

More fancy would be to just include the sha and we can scan it.

Either way if we see a “link” of sorts from in the OP of a commit we should automatically create a small post in the original linking to it, with the text `“Followed up at: …”

That way it will be crystal clear stuff was followed up.

I for one, have no idea how to follow-up correctly. Apologies if it was discussed somewhere earlier but having an obvious and fixed way to do it would be great! :ok_hand:
